Industry Notification: EPR Authorization

Plastic Waste Management (amendment) Rules,2024

14.03.2024

Ministry of Environment, Forest and Climate Change issued a notification dated 14th March 2024 to amend the Plastic Waste Management Rules, 2016.

The following entities shall be covered under the Extended Producer Responsibility:

Producer of plastic Packaging
Importer of Plastic Packaging including intermediate material used for manufacturing plastic packaging such as films & preforms & plastic packaging of imported products.
Brand Owners including online platforms/marketplaces and supermarkets/retail chain.
Plastic waste Processors
Manufacturer of plastic raw material
Manufactures of items made from compostable plastic or biodegradable plastics.

These rules explain the responsibilities of Importer, manufacturer, Brand Owner and producers. Every PIBOs shall not sell to unregistered entities. Every manufacturer, producer, importer and brand owner of commodities made from compostable plastic or biodegradable plastic may engage with local body on voluntary basis.

The department take necessary measures to prevent stocking, distribution, sales and usage of prohibited single use plastic items. The local body included for the management, collection, segregation, processing of plastic waste.

Each recycled plastic packaging or commodity shall bear a label for specify the percentage of recycled plastic.

PIBOs shall prepare and submit online quarterly and annually report to the concerned SPCBs or PCCs by 30th June of every Year.
