V-Belts Quality Control Order Notification for Micro and Small Enterprises

Recently, the Ministry of Commerce and Industry has introduced the "V-Belts (Quality Control) Order, 2024," aimed at regulating the quality standards for V-Belts. This order is slated to come into effect six months after its publication in the Official Gazette. According to the mandate, V-Belts must conform to specific Indian Standards outlined in IS 2494 (Part 1):1994 for general-purpose endless V-Belts for industrial use, IS 2494 (Part 2):1993 for fire-resistant and antistatic V-Belts, and IS 14261:1995 for endless narrow V-Belts for industrial applications. These V-Belts must prominently feature the ISI Mark, necessitating a license from the Bureau of Indian Standards in alignment with Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. However, the order exempts domestically manufactured goods intended for export. Micro-enterprises, as per the criteria outlined in the Micro, Small and Medium Enterprises Development Act, 2006, are granted a twelve-month exemption from these regulations starting from the date of notification. Similarly, small enterprises under the same Act have a nine-month exemption from the notification date. This order aims to ensure the quality and safety of V-Belts in the market, with oversight and enforcement entrusted to the Bureau of Indian Standards. Violations of these regulations may incur penalties as stipulated by the Bureau of Indian Standards Act, 2016.
