Timeline Extension for Battery Producers for Filing Annual Returns Under Battery Waste Management Rules

The Ministry of Environment, Forest and Climate Change has issued a notification in response to a request from the Central Pollution Control Board (CPCB) dated 1st July 2024. The CPCB had sought a two-month extension for battery producers to file their Annual Returns. Under the Battery Waste Management Rules, 2022 (effective from 24th August 2022), battery producers are required to file annual returns detailing the waste batteries collected, recycled, or refurbished to meet their Extended Producer Responsibility obligations. These returns must be submitted to the CPCB and the respective State Pollution Control Boards in Form 3 by 30th June of the following financial year. An amendment to the Battery Waste Management Rules on 25th October 2023 allows the Central Government to relax the filing timelines by up to nine months for producers, recyclers, and refurbishers to ensure the effective implementation of the rules. Following the CPCB's request, the Central Government has now extended the deadline for battery producers to file their Annual Returns for the fiscal year 2023-24 to 30th August 2024.
