Mandatory Application and Clarification Process for Steel Importers Without BIS License

The Ministry of Steel has implemented the Steel and Steel Products (Quality Control) Order pursuant to the BIS Act, 2016, periodically issuing such orders to encompass a broader range of steel grades and related products. As per this Quality Control Order, all imported steel products must possess BIS certification and be accompanied by a Mill Test Certificate bearing the ISI and BIS license numbers. To facilitate smooth implementation, the Ministry has established a Technical Committee since October 2018 to assess applications for clarification regarding the inclusion of uncertified imported steel products under the Steel QCO. This circular serves to clarify the circular issued on December 20, 2018, concerning the same subject matter. A dedicated portal, the TCQCO Portal, was launched in August 2020 for this purpose. It is now mandatory for steel importers to apply and seek clarification through this portal for each consignment lacking BIS certification. The Ministry issues clarification for every single import consignment, requiring importers to submit fresh applications through the TCQCO portal for each consignment unless otherwise specified in the clarification provided.
