Gypsum-based Building Materials Quality Control Order Notification for Micro and Small Enterprises

The Ministry of Commerce and Industry issued the Gypsum-based Building Materials (Quality Control) Order, 2024, which will become effective six months after its publication in the Official Gazette. This order mandates that gypsum-based building materials must comply with specific Indian Standards, including IS 2095 (Part 1):2011 for Gypsum Plaster Boards, IS 17400:2021 for Gypsum Plaster Boards Glass Fibre Reinforced Gypsum Panels, IS 2692:1989 for Coated/Laminated Gypsum Plaster Boards, and IS 2095 (Part 3):2022 for Reinforced Gypsum Plaster Boards, Ceiling Tiles. These products are required to display the ISI Mark, which signifies certification obtained through a license from the Bureau of Indian Standards (BIS) under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. Goods manufactured domestically for export are exempt from this order. Small enterprises, as defined in the Micro, Small, and Medium Enterprises Development Act, 2006, have a nine-month grace period from the date of publication before the order applies to them, while micro-enterprises are granted a twelve-month exemption. The Bureau of Indian Standards will act as the certifying and enforcing authority for these materials, ensuring compliance and imposing penalties for violations under the Bureau of Indian Standards Act, 2016.
