The Ministry of Commerce and Industry has recently issued a Quality Control Order titled the "Electrical Appliances for Domestic Water Heating (Quality Control) Order, 2024." This mandate is set to take effect six months from its publication date in the Official Gazette. According to this directive, all electrical appliances designed for domestic water heating must comply with specific quality standards as defined in the Indian Standards, which include IS 17150: 2019 for mini domestic water heaters for use with piped natural gas (PNG), IS 302 (Part 2/Sec 21): 2018 for stationary storage type electric water heaters, IS 302 (Part 2/Sec 35): 2017 for electric instantaneous water heaters, IS 368: 2014 for electric immersion water heaters, and IS 2082: 2018 for stationary storage type electric water heaters. These products must bear the ISI Mark, signifying adherence to these standards, and obtain a license from the Bureau of Indian Standards, following Scheme-1 as outlined in Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. However, this order exempts goods or articles manufactured domestically for export purposes. For micro enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, the order will come into effect twelve months from the notification date. For small enterprises under the same Act, it will take effect nine months from the publication date. The Bureau of Indian Standards is the certification and enforcement authority responsible for ensuring compliance with this order.
