The Ministry of Commerce and Industry has recently issued a Quality Control Order concerning Asbestos or Fibre Cement-based products, requiring adherence to specific Indian Standards. This order mandates that products like Fibre Reinforced Cement Products (IS 14871:2000), Corrugated and Semi-Corrugated Asbestos Cement Sheets (IS 459:1992), Asbestos Cement Pressure Pipes and Joints (IS 1592:2003), Asbestos Cement Flat Sheets (IS 2096:1992), Asbestos Cement Building Boards (IS 2098:1997), Asbestos-Cement Pipes and Fittings for Sewerage and Drainage (IS 6908:1991), Silica-Asbestos-Cement Flat Sheets (IS 13000:1990), Asbestos Cement Cable Conduits and Troughs (IS 8870:1978), Asbestos Cement Pressure Pipes (Light Duty) (IS 9627:1980), Shallow Corrugated Asbestos Cement Sheets (IS 13008:1990), and Fibre Cement Flat Sheets (IS 14862:2000) must conform to their respective standards. To ensure compliance, these products must display the ISI Mark, obtained through a license from the Bureau of Indian Standards, in accordance with Scheme-I of Schedule-II to the Bureau of Indian Standards (Conformity Assessment) Regulations, 2018. This order does not apply to goods or articles manufactured domestically for export. For small enterprises, as defined under the Micro, Small and Medium Enterprises Development Act, 2006, the order will take effect nine months after its publication. Similarly, micro-enterprises, as defined under the same Act, are exempt until twelve months post-publication. The Bureau of Indian Standards will serve as the certifying and enforcing authority for the goods specified in this order.
