Industry Notification: BIS / CRS Registration

New Guideline for Product Surveillance

In a recent update, the Bureau of Indian Standards (BIS) Office has issued updated guidelines for product surveillance for items registered under BIS/CRS. The new guidelines mandate that domestic manufacturers submit details of their distributors/traders in a prescribed format, while foreign manufacturers must provide details of their Indian importers in the specified format. All manufacturers are required to pay the surveillance fee. According to the conditions of the license to use the Standard Mark under Regulation 6 of BIS (Conformity Assessment) Regulations, 2018, licensees must submit details of their consignees, distributors, dealers, or retailers. In cases where a single license covers multiple brands, details should be submitted brand-wise. In line with subparagraph 8 of paragraph 5 of Scheme II of Schedule II of BIS (Conformity Assessment) Regulations, 2018, licensees are responsible for bearing the cost of surveillance. To facilitate effective surveillance implementation, all licensees are required to deposit the surveillance cost as part of the updated guidelines.
